Import to Iran

Trade with Iran is heavily regulated. We screen every enquiry before any work begins, and we only consider requests that are lawful under the rules that apply to them.

Read this first: sanctions, export controls and screening

Sanctions and export-control regimes, including those of the United Nations, the United States, the European Union and the United Kingdom, together with UAE law and the rules of the country where the goods originate, can restrict goods, end users, companies, banks, vessels and payment routes. Every enquiry is screened before any work begins. Many goods, such as dual-use items and controlled technology, and many parties cannot be served, and we will say so plainly. GOLDVESTRA does not help anyone evade sanctions or export controls. Nothing on this page is legal advice, and buyers should take independent legal counsel on their own obligations before proceeding.

What this page is, and what it is not

Buyers in Iran sometimes ask for help obtaining goods from suppliers outside the country. That is an export from a third country to Iran, governed by the laws of every jurisdiction the goods, the parties and the money touch. GOLDVESTRA is a Dubai-based B2B sourcing and trade coordination brand associated with Goldvest Horizon Group, so UAE law applies to us in addition to the rules of the supplier’s country.

This page explains how we approach such requests: compliance first, commercial detail second. It does not suggest that any particular shipment can proceed. Whether a transaction is possible is decided after screening, on its own facts. We are not a bank, a payment agent or a law firm, and we do not arrange financing, banking or payment channels.

Where lawful trade may be possible

Some sanctions frameworks contain narrow, conditional provisions for humanitarian-category goods such as food and agricultural products, medicines and basic medical supplies, and many ordinary goods are not controlled at all. But permitted under one regime does not mean permitted for your transaction. Authorizations vary by regime, product, end user and sometimes the exact wording of a license.

Our role is limited and practical: help you describe the goods precisely, support the due diligence and paperwork, and stop if screening says stop.

At a glance

  • Food and agricultural products, where the relevant rules allow them
  • Medicines and medical supplies, only through suitably licensed and registered parties
  • Other non-controlled goods, after classification and screening show no restriction
  • Documentation and due-diligence support for transactions that clear screening
  • Referral to qualified counsel and licensed professionals for questions we cannot answer

What every enquiry is screened against

Screening is not a formality at the end. It is the first step, and it can end the discussion.

The goods

Classification by customs code and function, checked against control lists for dual-use items, military and security goods and controlled technology or software.

The parties

Buyer, end user, consignee, owners and intermediaries are checked against sanctions lists and ownership rules; a restricted owner can taint an ordinary company.

The jurisdictions

UN, US, EU and UK measures where relevant, UAE law, and the export rules of the origin country and the supplier’s own jurisdiction.

The route and the money

Carriers, vessels, ports, insurers and banks can each be restricted. We do not provide payment solutions, and the buyer must confirm with qualified advisers that a lawful route exists.

Requests we will decline

We decline a request when screening or the facts show it cannot be done lawfully. That includes dual-use goods, controlled technology and software, military, security or surveillance items, goods for restricted end users or intended uses, and anything where the true end user or purpose is unclear or cannot be verified.

We also decline any arrangement that depends on concealing or misdescribing the origin, destination, end user, parties or nature of the goods. If a transaction only works when something is hidden, it does not work with us. We may decline without giving detailed reasons.

How a lawful enquiry is handled

Our usual five-step process applies, but screening gates each step and can stop it at any point.

Submit Requirements

Provide full details of the goods, intended use, buyer, end user and origin. Incomplete enquiries are not progressed. Screening starts here, before any supplier is approached.

Sourcing Assessment

If the enquiry passes initial screening, we assess whether lawful supply exists and which licenses or permissions may be needed. Suppliers are contacted only at this stage.

Commercial Proposal

A written proposal that states the assumptions, the compliance conditions and the approvals you must hold. It makes no promise about banking, payment or transit.

Trade Coordination

Documentation and logistics coordinated with licensed partners under continuing screening. We pause or stop if facts change or new restrictions appear.

Delivery & Settlement

Handover and document reconciliation, with a record of the checks performed. Settlement arrangements are the buyer’s responsibility and sit outside our scope.

What to send so we can screen your enquiry

Without these details we cannot start, and we will not guess.

  • Full description of the goods, specifications and technical data sheets
  • Customs (HS) code and your classification basis, if you have one
  • Intended use and the identity of the end user
  • Legal names, addresses and ownership of every party in the transaction
  • Country of origin and, if known, the proposed supplier
  • Quantity, value and delivery terms
  • Any license, permit or authorization you already hold
  • Confirmation that you have taken or will take independent legal advice

Documentation and due diligence

For transactions that clear screening, documentation is where many problems arise. A correct commercial invoice, packing list, certificate of origin and transport document are only the start; depending on the goods you may also need end-user statements, product certificates and a copy of any export license from the supplier’s country. Every document must be accurate and consistent with the others. Our trade documentation service explains what a complete set looks like.

Due diligence on the counterparty matters as much as the paperwork. Know who owns the supplier and the buyer, what they have shipped before and whether they appear on any restricted list. Our trade consultation page describes how we can help structure an international transaction, but it does not replace legal advice. Sanctions can bind you wherever you are located, so your own counsel should confirm your position.

Import to Iran: common questions

Can GOLDVESTRA supply any product to Iran?

No. Many goods and parties cannot be served, and every enquiry is screened before any work begins. We consider only requests that are lawful under the rules that apply, and we may decline without detailed reasons.

Do you arrange payments or banking for Iran-related trade?

No. We do not arrange, guarantee or advise on banking, financing or payment channels, and nothing we write should be read as a promise that payment is possible. The buyer must confirm that lawful payment arrangements exist with qualified advisers and regulated institutions.

Do you help with ways around sanctions?

No. We do not help anyone evade sanctions or export controls, and we do not take part in any structure that conceals the origin, destination, end user or nature of goods.

My product is allowed to be sold in another country. Is that enough?

No. What is allowed in one place may be restricted in another, and the rules depend on the product, origin, end user, route and jurisdictions involved. Screening looks at the whole transaction.

How long does screening take?

There is no fixed time; it depends on how complete your information is and how complex the parties and goods are. We do not start sourcing until screening is satisfied.

What about goods leaving Iran?

Those enquiries get the same compliance-first screening. See export from Iran.
