If you want to import from Oman to UAE, the first thing to know is that you are not running a normal overseas import. Both countries belong to the GCC customs union, and that changes where duty is settled and what happens at the border.

This guide is for UAE buyers who plan to buy from Omani suppliers. It explains the customs union in plain terms, what is different from importing from Asia or Europe, which documents to prepare and how to choose transport.

Every regulatory point below comes from the UAE Federal Authority for Identity, Citizenship, Customs & Port Security (ICP) summary of the GCC customs union or the Dubai Customs FAQ. Where an official page gives no detail, we say so instead of guessing. For the commercial side, see our page on how we import from Oman.

What the GCC customs union is

The GCC customs union is an agreement among the Gulf Cooperation Council states. According to the ICP page, the Supreme Council approved it at its 23rd session in Qatar in December 2002. It took effect on 1 January 2003.

The ICP page defines a customs union as a region where customs duties and trade barriers between member states are abolished. A common external tariff applies to imports from countries outside the union.

It lists these main principles:

  • A unified customs tariff and a unified customs law.
  • Harmonised regulations and standard import, export and re-export procedures.
  • A single entry point for collecting customs duty.
  • Free movement of goods, subject to prohibited goods and agricultural and veterinary quarantine rules.
  • Goods produced in any member state are treated as national goods in all member states.

The last point matters most for a buyer who wants to import from Oman to UAE. Oman-made goods are not treated like goods from a third country.

How importing from Oman differs from an overseas import

A shipment to import from Oman to UAE still needs a supplier, a contract, documents and a delivery plan. What changes is the customs treatment and, usually, the distance. The table compares the two.

TopicOverseas import (outside the GCC)Import from Oman to UAE
Customs treatmentCommon external tariff applies; duty is settled at the first GCC entry pointGoods produced in a member state are treated as national goods under the union

TransportUsually sea or air freight, often with transhipmentRoad, sea or air between neighbouring states

Your key taskClassify, value and clear the goodsProve origin and duty status, then comply with UAE rules

Do not read the table as ‘no paperwork’. Customs authorities still need to see what the goods are, where they were made and whether duty has been paid. Our page on customs clearance in Dubai explains the clearance side in the UAE.

Also remember that the supplier’s country of dispatch is not always the country of origin. An Omani exporter may resell goods made elsewhere. That is why origin must be checked, not assumed.

Where customs duty is settled

The ICP page describes a single entry point model. Any entry point connected to the outside world counts as a point of entry. The first entry point carries out inspection and clearance and collects the duty.

Foreign goods: duty at the first point of entry

The common customs tariff is 5% on foreign goods imported from outside the union, according to the ICP page. It also lists exemptions, including a schedule of 417 goods and exemptions under the Unified Customs Law. Tobacco and its derivatives follow a separate rate.

For full consignments, the page says clearance and payment of duty happen at the first point of entry. The goods may then move on, directly or via other states, sealed and accompanied by a copy of the import declaration.

If the goods are sourced from a local market, the ICP page says that goods with proof of duty paid at the first point of entry are not assessed again. Without proof, duty is levied at the point of entry in the country of final destination.

Oman-made goods

Goods produced in Oman are treated as national goods in all member states. Duty-free movement is the idea behind the union. In practice, the declaration still has to show the origin so that the goods are not mistaken for foreign goods.

Customs value

The Dubai Customs FAQ explains that the customs value of goods imported into Dubai is based on CIF, according to the Common Customs Law of GCC states. Agree the trade term clearly in the contract. Our guide to Incoterms shows how the terms divide cost and risk.

For a wider view of what UAE duty means in practice, read our UAE import duty guide. For all cost lines, see import cost factors.

VAT is a separate tax from customs duty. This article does not cover it. Check current rules with the Federal Tax Authority or a tax adviser before you quote a landed cost.

Documents to import from Oman to UAE

The official pages we reviewed give no complete document list for goods moving between Oman and the UAE. So treat the list below as a practical starting point and confirm it with your customs broker. Do not rely on it as an official requirement.

  • Commercial invoice and packing list: goods, quantity, value, trade term and parties. See commercial invoice and packing list.
  • Transport document: the waybill or bill of lading used for the chosen mode.
  • Proof of origin: a statement or certificate of origin where the goods or the buyer require it.
  • Import declaration: prepared with the correct HS code code and value.
  • Permits or approvals: where the product is restricted. Check UAE restricted imports first.
  • Evidence of duty status: for goods that Oman imported earlier, a record showing duty was paid at the first point of entry.

Keep one set of documents that matches exactly: names, quantities, descriptions and values. A mismatch causes questions at the border faster than anything else. Our trade documentation checklist covers the full set for international trade.

Goods in transit through the GCC

Sometimes cargo reaches Oman from another country and then moves on to the UAE. The ICP page covers this case with its first-point-of-entry model.

  • Full consignments clear and pay duty at the first point of entry.
  • They can then move directly, or via other states, sealed and accompanied by a copy of the import declaration.
  • For partial consignments, the page describes movement under a statistical declaration with a copy of the original declaration and sealing.
  • The ICP page says customs functions at intermediate customs centres were to be fully abolished from January 2005.

This is the framework as the official page describes it. The way a particular border post or port applies it can change, so ask your broker about the current practice for your route. The page also notes that GCC nationals who are customs brokers may practise in member states under the Unified Law.

Restricted goods and quarantine rules

Free movement has limits. The ICP page says free movement is subject to prohibited goods and to agricultural and veterinary quarantine regulations. Food, plants, animals and similar goods need extra care.

It also says that goods prohibited in one state but permitted in another must be imported directly into the permitting state, without transiting prohibiting states. If your product is regulated, check its status in both countries before you order.

The page notes mutual recognition of national standards and specifications until unified GCC standards are complete. Do not assume a product that is fine in Oman meets UAE requirements. Our guide to UAE restricted imports shows where to check.

Transport options

When you import from Oman to UAE by land, sea or air, you have more choices than on a Far East route. The right one depends on the product, volume and urgency.

ModeUsually suitsPoints to check
RoadPalletised goods, full and part truckloads, regular supplyTruck type, loading plan, border handling, who arranges the clearance
SeaHeavy or bulk cargo, containersPort of loading, port charges, container availability, transhipment
AirUrgent, high-value or light goodsCost per kilo, packaging, handling at both airports

We do not quote transit times here because no official source gives a standard figure. Ask your carrier for a written estimate for your route and cargo.

A good forwarder arranges the movement and a licensed broker handles the declaration. Our comparison of freight forwarder vs customs broker explains who does what. If you want one team to coordinate the whole route, see our logistics coordination service.

Free zones and the customs union

Many buyers in Dubai work through a free zone company. The ICP page says goods imported from free zones are subject to duty upon exit from those zones. So your company type affects when duty is settled.

If you plan to bring Omani goods into a free zone, or move them from one onward, confirm the treatment with the free zone authority and your broker first. Our article on Dubai free zone vs mainland explains how the two setups differ.

Step-by-step plan to import from Oman to UAE

  1. Define the product, specification, quantity and target delivery date.
  2. Ask the Omani supplier for the country of origin and, where relevant, its own import status for each product.
  3. Agree the trade term, price currency and who handles customs in each country.
  4. Check restrictions, permits and quarantine rules in the UAE for the product.
  5. Fix the HS code code and customs value with your broker.
  6. Choose road, sea or air and get a written quote including border and port charges.
  7. Prepare matching documents before the goods move.
  8. Clear the goods in the UAE and inspect them on arrival.
  9. Record the cost and the documents for the next order.

Once your first import from Oman to UAE has cleared, repeat orders are far easier. Keep your supplier file and your broker’s notes in one place.
